Staff policy issues in scientific research

Purpose of the study . Analysis implemented personnel practices presented in dissertations specialty 14.02.03. Public health and healthcare for 2016–2020. Materials methods We used data from website Higher Attestation Commission under Ministry Science Education Russian Federation. Of 220 dissertations, authors which were awarded degree candidate or doctor medical sciences 14.02.03 care, 21 scientific papers devoted to issues singled out. In this study, a descriptive-analytical method was applied. Results Dissertations covering fifteen-year period since beginning modernization revealed number problems: low wages; insufficient staffing, disproportion between doctors paramedical workers; difficult working conditions, outflow industry general, as well public institutions private organizations. Approbation developments implementation on basis research, evaluation their effectiveness allowed offer recommendations practice, starting with Health Federation, government bodies subject organization, educational ending directly object – management personnel, doctors, secondary worker. The analysis research makes it possible determine most relevant areas formation policy. Conclusion results showed small (9.5 %) defended healthcare, despite decisive role human resources innovative development country’s healthcare. studies covered all groups workers, managers, students universities, colleges included state health, motivation, job satisfaction, leadership training, interaction workers different levels patients. Effective are proposed that can be replicated at regional level, new ones created basis, they also make criteria assessing staff policy country.
